State Grabs Dalit Land

While the State Government is trying to protect the interest of the Weaker Section by implementing stringent Laws, a hapless Scheduled Caste (SC) person is running from pillar to post for saving his own land as the Authorities in Administration are grabbing his land.

A peculiar case has come to light in Kashipur, where the District Authorities have taken away the land of Dayanidhi Naik, a poor Scheduled Caste Person for setting up an Adarsh Vidyalaya.
During the District Visit of Bishnupada Sethi, Special Relief Commissioner, the sad case has come to fore when the hapless person from Weaker Section demanded relief from SRC.
Mr.Sethi visited Odisha Adarsh Vaidyalaya (OAV) Campus, which is coming up in a big way, Mr.Naik approached him and alleged that authorities have encroached upon his land.
The OAV has come up in a beautiful location and will be open during 2018 Academic Session.
And there is a lot of construction work going on which need to be completed before the Academic Session.
However, a patch of land measuring 1.8 acres of Dayanidhi Naik has been encroached for the construction of the school without his consent.
Mr.Naik alleged that nobody took his permission and he is clueless as to how the State Government is protecting weaker section is grabbing his land.
He alleged that the Site Selection Committee had not taken note of this private land at the time of selecting the site.
When the land owner protested, PA, ITDA, Rayagada, BDO, Kashipur, Executive Engineer, Rayagada and others signed an agreement on a plain paper assuring that two sons of Mr.Naik will be appointed as Class-IV staff on contractual basis.
It was further decided by them to pay Rs.5.2 lakh to the land owner and the contractor for the building construction namely, Rajanikant Nayak would make payment of the amount to the land owner.
The hapless land owner, while protesting for the beach of agreement and presented his grievance to the SRC, Mr.Sethi.
Sources said SRC Mr.Sethi expressed surprise over the matter as to how be that proper verification of the land details was not done by the officers concerned, while selecting the site for Vidyalaya.
While the land belongs to an SC person, how come the authorities are asking the private contractor to pay Rs.5.2 lakh to the land owner for using his land for construction of the official educational building for OAV.
Mr.Sethi find it quite unusual and has urged the authorities to settle the matter as the hapless person is running from pillar to post for last two long years without any redressal of grievance.
