Mine Auction Fast Tracked

Now onward the fresh mineral block auction process will be fast tracked and timeline will be stipulated with each of the mining blocks.

Union Government has requested the State Administration in this regard and urged to speed up the auction process of the new mining blocks.

Now timeline will be finalized for each mineral block and auction process will be speeded up, officials in knowledge of the development said.

With the requirement of greater coordination between Centre and State for expediting mineral block auction process, Union Secretary Mines, Sushil Kumar has approached the Odisha Government.

It may be mentioned here that international steel majors including Arcellor Mittal Group have lauded the State government for transparency in the auction of mineral blocks in Odisha.

“So I see that this auction process which you designed is one of the best auction processes. The people have seen the transparency in governance. That is the most important thing as an international company. We see this as very important for us”, Mr.Mittal told Chief Minister Naveen Patnaik during a video conference on Saturday.

As a matter of fact Odisha has been scripting success story in mineral block auction and Union Government has also appreciated the efforts of the Odisha Government in this regard, sources said.

Odisha Government had successfully auctioned at least 23 Iron, Manganese and Chrome Ore Blocks having resources worth Rs.4.87 Lakh Crore by 18 March, 2020.

Raj Kumar Sharma, ACS Steel and Mines, who chalked out the strategy to go for auction of 23 mineral blocks, was able to make it successful while the State got one of the highest premiums like 144 percent in auction of one of its mineral blocks - Guali Iron Ore mines.

While Jharkhand, Karnataka and Madhya Pradesh are far behind in taking up auction of mineral blocks, Odisha has successfully conducted auction process without much hassles, admit officials.

Out of 23 mineral blocks, 11 are in Keonjhar, 08 in Sundargarh, 03 in Jajpur and 01 in Mayurbhanj.

Now with more mineral blocks all set to be auctioned, the Union Mines Ministry has asked Director General (DG) Geological Survey of India (GSI) to coordinate with the State.

DG GSI has asked GSI Odisha Chief Lakhan L Viswakarma to extend all out support to the Odisha Government, which has taken the lead in the mineral block auction process, said official sources.

Recently, Union Minister Mines, Pralhad Joshi reviewed status of Geological Reports (GR) submitted by GSI and Mineral Exploration Corporation Limited (MECL).

Mr.Joshi asked the Union Secretary to be in touch with State Governments and extend greater facilitations, said sources in know of the development.

While Novel Corona Virus (COVID-19) has slowed down the auction process in the mineral sector, Ministry of Mines has urged the State Government to expedite the process.

Looking at the Novel Corona Virus (COVID-19) pandemic, Union Government has waived stipulations on utilizing funds from District Mineral Foundation (DMF) for virus control.

Even as Ministry of Home Affairs (MHA) and Ministry of Health and Family Welfare had allowed utilization of DMF funds, Ministry of Mines issued several stipulations. Mineral rich States including Odisha raised objections to such stipulations and requested the Union Government to waive the stipulations.

Accordingly, Ministry of Mines has informed the State Government about waiver of stipulations and decided to facilitate establishment of dedicated COVID-19 hospitals and isolation facilities to prevent spread of nCoV infection.

This decision of the Union Government has come as a major relief for the Odisha Government, which is utilizing DMF funds for COVID-19 control, officials said.
