Grants For Record Room

Union Government has sanctioned Rs.25 Crores of Grant to Odisha under the Digital India Land Record Modernization Program (DILRMP).

Department of Land Resources in the Ministry of Rural Development has sanctioned the funds on 5 June and intimated the Odisha Government about releasing the amount in two tranches-Rs.12.50 Crore each.

Funds will be spent for Modern Record Room and Survey and Resurvey efforts during 2020-21, officials say.

Thanks to overdrive of the then ACS Revenue and Disaster Management Pradipta Kumar Mohapatra, who pursued the matter with the Union Secretary Land Resources, Ruolkhumlien Buhril to approve the Project.

The then Additional Secretary Land Resources, Satyabrat Sahu made serious attempts to convince the Competent Authorities about the requirement of Grants for Odisha as the State has taken lead in implementing the Project.

Mr.Sahu, who has returned to State Cadre after completing seven long years of successful Central Deputation tenure was happy today as the Union Government has sanctioned Rs.25 Crores as his last minute efforts yielded positive results.

Now Principal Secretary Revenue and Disaster Management, Bishnupada Sethi will chalk out Action Plan to implement the DILRMP in a time bound manner, which Union Government is expecting.

In fact, DILRMP, Odisha has been a pioneer in effectuating various reforms within the ambit of Digital India Land Record Modernization Program, which has been well documented from the fact that Odisha secured second position in the National
Council of Applied Economic Research LRSI (Land Record Services Index).

Under DILRMP, Odisha has computerized all Registration Offices (SRO) and registered documents are delivered to Citizens on the same day and Encumbrance Certificate & Certified Copy of registered documents are issued online.

Every sale transaction report from SRO directly flows to the Tahasil office for initiation of suo-motu mutation case. Land records are updated without any physical intervention.

All the textual and spatial component of the land records have been completely digitized and it is mandatory to update both textual and spatial data for any new mutation process after which Computerized RoRs are sent to Citizen’s doorstep through speed post.

About 17 lakh mutation cases have been disposed online through LRMS. All revenue offices have been provided with high speed internet connectivity for up-dation of land records through LRMS.

Land Records Management System (LRMS) is the single source, where every land record gets updated. All types of mutation cases are workflow based in LRMS. Apart from mutation, every other revenue court cases are disposed through RCCMS (Revenue Court Case Monitoring System).

279 Modern Record Rooms are operational and 38 Modern Record Rooms will be operational soon. Under DILRMP, a central document management system is contemplated, where revenue records of every Tahasil can be put for safe storage, analysis and processing for the larger use by various stakeholders.

Odisha has completed 100 Percent of work in Computerization of Land Records, Map Digitization, Map Digitization-Cadastral Maps Lined to RoR, Computerization of SROs, SRO integrated with Land Records, SRO Connectivity with Revenue Offices.
