Timeline For Power Restore

Chief Minister Naveen Patnaik has asked the officials for power restoration in the entire cyclone affected area to be done within 12 hours.

Mr.Patnaik has further directed that all the safety measures should be taken during the restoration work and there should not be any causality or loss of life.

A Video Conference was held on 17 May to discuss the preparedness of the Energy Department for the ensuing Cyclonic Storm “Amphan”.

The was meeting held under the Chairmanship of Minister, Energy, Dibya Shankar Mishra to discuss about the preparedness for the ensuing Cyclonic Storm “Amphan”.

Bishnupada Sethi, Principal Secretary, Energy, Saurabh Garg, CMD, GRIDCO/ OPTCL, Arun Bothra CEO, CESU, EIC, Electricity, AOs of WESCO/ NESCO/ SOUTHCO, CGM, PGCIL, RED, NTPC & other senior officials of power sector attended the meeting.

At the outset, Principal Secretary, Energy Mr.Sethi appraised the members that as per the latest IMD report the ensuing cyclone ‘Amphan’ was most likely to move the North & North Eastwards of Odisha coast  and the impact would be felt from Monday.
Principal Secretary, Energy also stated that all the DISCOMs should submit their plans to the OPTCL Cyclone Cell & they in turn would prepare a State plan on that basis by Monday for post cyclone damage assessment, planning & co-ordination for restoration of power supply.
The communication channel needs to be restored on priority basis for smooth monitoring & execution of restoration works. All the DISCOMs were instructed for prior tree trimming immediately at vulnerable locations as they are the main cause of power disruption.
Minister, Energy stated that as it was a special time the DISCOMs should arrange their own generator sets for the restoration work without depending on ASKA lights and to avail Power Saw from private parties for tree cutting and clearing roadblocks for quick  restoration of power supply in the affected area. He also stated that the approved cost of man & material during restoration work of cyclone FANI would be followed for deployment of man power & procurement of materials.
Pre-positioning of Man, Material and Machineries are being carried out at the strategic locations. DISCOMs and OPTCL have been requested to provide pre-assessment report of damages and financial implications due to the cyclonic storm. Location wise present status of Man and Material are being worked out. Safety guidelines/ procedures are framed to be adhered to prior cyclone and post cyclone restoration works.
Director, Operation, OPTCL informed that OPTCL had already inspected physically all  the connected vulnerable Tower locations at Grid Substation like, Paradeep, Marshaghai, Kendrapara, Pattamundai, Olavar, Chandabali, Bhadrakh, Soro, Balasore, Basta, Bhaograi, Jaleswar and necessary rectification has been done. District wise nodal officers have been  allotted and kept on alert for sharing status and control measures and gangs have been moved along with material and machineries to these probable affected areas.
Besides gangs are also available at construction work sites at Kendrapara, Dhenkanal, Ganjam, Khurda, Cuttack districts which are being mobilised as per requirement.
Mr.Bothra, CEO, CESU appraised that they had started moving man & materials to the vulnerable location like Kendrapada, Marshaghai, Jagatsinghpur & Paradip area. 15 gangs have been deployed in each division for restoration work. Senior Officers of CESU would be deputed to these areas today.
AO, NESCO appraised that as per the latest prediction, Bhograi, Chandipur, Baliapal, Dhamra & Chandabali area of NESCO were the most vulnerable locations. For post cyclone restoration work, 11 Nos. of Control Rooms are under operation at Division level in Balasore, Bhadrak & Jajpur districts.
Arrangement has already been made for pre-positioning men & materials in the aforesaid locations. Critical materials like PSC poles, Cross arm, Insulators & Conductors have already started to move to these locations. Senior Officers have been deployed in these areas for monitoring & co-ordination.
Departmental gangs are already pre-positioned at vulnerable sites. Contractors have already been contacted to pre-positioning their gangs at the affected locations and they have assured to arrange & pre-position their gangs at the designated places by 19 May’2020.
AO, Southco assured that all arrangements were in place for quick power restoration in Koraput, Rayagada, Ganjam districts which might see some impacts. He was asked to make a detailed presentation on the arrangement during the VC to be taken on Monday.
Minister, Energy asked RED, NTPC & CGM, PGCIL to render necessary support and diversion of manpower engaged by them for Rural Electrification work for post cyclone restoration work. They have assured all necessary support to the State.
