Priority On Livelihood


ACS Disaster Management and Special Relief Commissioner (SRC) Pradeep Jena said  that the State Government is keen to prioritize life and livelihood while implementing lockdown and other COVID-19 related guidelines.

Mr.Jena said that Odisha has been able to carve a niche for itself in containing the spread of COVID-19 and similar efforts need to be displayed to ensure that there is a continuity in livelihood of one and all especially the distressed ones.

ACS Disaster Management, Mr.Jena said in  Lockdown 3.0, the State Government has laid special focus on resumption of economic activities and has permitted economic activities in red, orange and green zones.

Mr.Jena said "There are very minor restrictions on industrial and construction activities in the urban area red zones. Apart from that all forms of economic activities with special attention to agriculture has been granted permission in all three zones in rural and urban areas”.

He said normal labour intensive works will continue in both rural and urban areas of the districts and Municipal Corporations coming under Green and Orange Zones.

Mr.Jena said that also all sorts of labour intensive works are permitted in the rural areas of the Districts and Municipal Corporation coming under Red Zone. Construction works in Urban and Municipal Corporations areas under Red Zone will be carried on if required number of workers are available in those areas.

“In such urban areas under Red Zone, workers from outside shall not be permitted to come,” SRC said.

He said in view of restriction imposed from 7PM to 7AM, the owners, contractors and others engaging the workers are ordered to relieve the workers before 6PM so that they can return to their home in time.

In order to address different problems of the workers, a Helpline-18003456703 and a Whatsapp -7008110717 are operational under the Labour Commissioner, the SRC said.

"Many among us would be wondering why are activities not resuming if the Government has granted permissions. The answer to this is, construction, industrial works, agriculture and related activities cannot resume if workers do not reach the workplaces," Mr.Jena said.

SRC said to move from one district to another, the workers and their contractor should move the office of District Collector for requisitioning vehicle and permission for movement.

The concerned contractor has to pay for the vehicle in such cases, wherein, the district administration will act as a facilitator, he added.

Mr.Jena said apart from this, there is also a provision for bringing skilled workers from other States.

For this purpose, the contractor will need to get permission from both States.

Similarly, workers from Odisha can also go to other states for work. They will need to get permission from their district administration and the permission from the State where they intend to go.

For the agriculture sector, State Government has setup the 'Krushi Helpline' – 18001025166, Jena said adding, the farmers can get all forms of guidance by calling this number.

The paddy procurement has started in Mandis from 1 May  and by maintaining social distance and using the e-Pass farmers can sell their produce in the mandis, he said.

“NAFED and MARKFED have been instructed to procure other forms of agricultural produce which will begin from 7 May, said SRC Mr.Jena.
