Tax Waiver For Bus


State Government has decided to waive the road tax of the designated buses to be used for transportation of stranded laborers within the State, which are authorized by the District Collectors.

Department of Commerce and Transport (DoCT) has issued orders in this regard as Department of Disaster Management (DoDM) has issued orders on 21 April for Intra-State Movement of labor to allow their participation in different economic activities including Agriculture.

DoDM has also allowed stranded labors, who wish to travel within the State for work, to do so in an organized manner so as to reach their place of work and issued detailed guidelines for such travel.

In the meantime, Ministry of Home affairs (MHA) has allowed such movements even Inter State Movement of laborers has been allowed on 29 April.

On account of nation-wide lockdown in wake of Novel Corona Virus (COVID-19) there are about 86,000 workers of which 16,000 are from within the State have been accommodated in 2610 camps in various districts of the State.

During the lock down period buses were allowed to be off-road by the State Transport Authority (STA) as the buses were not allowed to ply. By declaring off-road, these buses will not pay the monthly road tax.

Road tax is levied as per seats in a bus and as the buses are not plying on the road, those were declared off-road.

According to State Government orders, Transport Commissioner will extend the benefit of waiver road tax to those buses, which will be requisitioned by the District Collectors.

That means, those buses, which will be requisitioned by the State Government will receive the benefit.

So when the stranded laborers of their own take a bus to move out to their own place will not be able to reap the benefits.

If it is so then no bus owner will be agreeing such proposal as he has to pay the road tax for entire month for transportation of stranded laborers.

Keeping this in view, it is urged that the State Government should allow similar road tax waiver to those people, who of their own wants to move away to their respective places inside the State.

Accordingly, the District Collectors are needed to be authorized to recommend such waiver to the Transport Commissioner so that the RTA will waive road tax to those vehicles.

This will facilitate more and more labor movement  in a span of limited period.
