State Issues Penal Threat


Terming spread of Coronavirus(COVID-19) an extraordinary situation that demands extraordinary response, the Odisha Government today issued a set of strict guidelines for all those who enter the State traveling from abroad.

Detailing the guidelines in a Media Meet here on 16 March, Chief Secretary Asit Tripathy said registration is mandatory for all those overseas passengers entering Odisha and disobedience to this order would invite penal action.    

“Anyone who comes to Odisha from abroad has to register himself/ herself mandatorily in the toll free number 104 or in 
https://covid19.odisha.gov.in, the online portal created for the prupose,” said Mr.Tripathy while stressing that the registration should be done within 24hrs of arrival with basic details and phone numbers. However advance registration before arrival will be highly preferable, he said.

“They will be required to be in home quarantine for 14 days the State government will give an incentive of Rs 15,000 for registration and home isolation,” he clarified.

Their location will be tracked during their home isolation and mandated number of calls will be made every day to keep a close watch and give appropriate medical guidance. However, to trace and track persons who have already entered the State, (those who have entered the state on or after  4th March), a 48-hours’ period from 6 am of 17th March to 6 am of 19th March 6am is allowed to register themselves, Mr.Tripathy said.

“This will help the State in tracking persons who are already inside the State, sensitise them about home isolation and keep a watch on their health for effective monitoring of the situation,” he said adding that registrations can also be done by the passenger or relatives or friends.

This direction is issued as per the overall regulations and anyone not complying the same will be punishable under the provisions of Indian Penal code (IPC) and Criminal Procedure Code (CrPC), he said.

This initiative is being taken as a measure of abundant caution to protect the people of Odisha from getting infected by people who may be carriers of COVID -19 coming from abroad.

This regulation will be in force till 15 April and maybe extended based on situation.

“The State Government of Odisha appeals to each one travelling from abroad to Odisha to comply with this and be part of the States’ efforts in protecting the people of Odisha. Your action will save you ... your family ..your neighbours ..and the state,” the Chief Secretary said stressing that the state will leave no stone unturned in taking necessary proactive steps to protect the lives of people of odisha.

At this point of time the biggest source of infection of Covid-19, is persons coming from abroad into the State.

With closure of Colleges, Universities etc. coupled with lock down in many countries and home based work option for professionals, it is expected there will be a huge surge of people returning from foreign countries into Odisha. This multiplies the threat of Virus spread into Odisha, he said.

Government of India and Government of Odisha have taken many steps to sensitise, sanitise and quarantine passengers coming from foreign countries. However, the State Government has decided to implement these regulation to further effectively monitor the situation, Tripathy said.

He also requested Media for wider circulation of these guidelines and sought help from Odisha Associations abroad for wider publicity while appealing PRI institutions for publicity inside the state.
