Odisha Government officers doing ‘Exemplary Service’ will get early promotion with the State Government notifying the Odisha Civil Services (Out Of Turn Promotion) Rules, 2020.

Department of General Administration & Public Grievance has notified the new Rules on 4 March, 2020, so now decks are cleared for ‘Out Of Turn Promotion”.

On 17 December, 2019, the State Cabinet approved the proposed Rules and now with the notification, this comes to force immediately, officials say.

This step is taken as a move of transformational agenda of 5T Charter of Governance and accordingly an official structure has been formed to provide ‘Out Of Turn Promotion’ for exceptional performances, official say.

Exemplary personal initiative in furthering public service includes such contribution by the Government Servant going beyond his routine duties which, in the opinion of the Government has had a substantial and transformative impact on society.

Any action of the officer, that has got awards and laurels for the State at National and International level or has been appreciated widely across various forums, will warrant ‘Out of Turn Promotion’.

Any other initiative that has contributed in brining exemplary change in lives of people and such an initiative in which a person has risked his life while performing of the Government Duty and any initiative that has set Benchmarks in Service Delivery will attract such promotions.

Three Screening Committees have been formed to take the call for promotions. While Chief Secretary headed Committee will screen Group-A Posts, for Group-B Posts, Development Commissioner headed Committee will take up the cases.

Similarly, Secretary of the Administrative Department will chair the Committee, which will consider the cases of promotion of Group-C and D Posts.

The Screening Committee shall be guided by, but, not limited to reports and information received from or obtained from higher authorities or departments, or directorates or District Collectors or Field Establishments as the case may be, of the concerned department.

The Committee shall make its recommendation to the respective Appointing authority and in tune the Appointing Authority shall place the list of names recommended by the Screening Committee before the State Cabinet for its consideration and approval.

Before placing the recommendation to the State Cabinet, the Odisha Public Service Commission shall be consulted wherever necessary, said the Notification.
