Mantra For Mandarins

Senior IAS Officers during their District Visit will be taking their foods not in Circuit Houses or Inspection Bungalows, but in Aahar Centres, Schools and other Institutions, where food is being served.

State Government has asked Senior Mandarins to plan surprise visit to the Institutions, where food is being served like Schools, Hospitals, Aahar Centers and assess the quality of food being served there.

Earlier Ministers were advised by the Chief Minister on this line and now Development Commissioner has issued instructions to ACS, Principal Secretaries and Secretaries, those have been assigned Districts for taking up Monthly Review, official sources said.

Development Commissioner, Suresh Chandra Mahapatra has issued a Detailed Guidelines to the Senior Mandarins, asking them to spend 3-4 days in District and cover at least Two Blocks to assess the ground level position of the District.

During the visit, Senior Bureaucrats will meet the Representatives of Panchayati Raj Institutions(PRI), Urban and Rural Local Bodies, Officials of various Departments, Block Offices in forenoon, to get feedback on implementation of various Schemes of the State Government and suggestions for their improvement.

Based on the feedback received from the meeting and field visit in the Block to Gram Panchayat in the afternoon to assess the field realities including random and surprise visit to different Institutions and Agencies dealing with the State Government Schemes and Programs.

Senior Officers are advised to visit schools, health care institutions, child care institutions, old age homes, orphanages, blind, deaf and dumb schools and assess the quality of food being served there and to appreciate the problem, the inmates are facing.

This move is to have effective monitoring of Government Schemes and Programs and to have real time assessment of delivery of service to people.

District Visit of Senior IAS Officers are being conducted in a manner that all issues-Local, Policy Guidelines and Service Delivery related issues are addressed during the visit.

As the Senior Officers from the rank of ACS, Principal Secretaries and Secretaries are on move in the First week of the Month, the Guidelines were issued on 1 November.

Department of Planning and Convergence is monitoring the District Visit of the Senior Mandarins and their Feedback Reports will be presented before Chief Minister for assessment, said official sources.

Similarly, Ministers are also making field visit and sending their Visit Reports to CMO, so that Chief Minister will take stock of situation in the field.
