NIA Empowers State Police


With a significant effort in capacity building of Odisha Police to face the emerging challenges of Terror related crimes, State Police organised a Day Long Program for officers.

The Program was on “Investigation of Terror related cases” in collaboration with National Investigating Agency (NIA) on 3 October, 2019 at Conference Hall of Police Bhawan, Bhubaneswar.
 
Yogesh Chandra Modi, DG NIA was the Chief Guest for the inaugural function. BK Sharma, DGP Odisha was the Guest of Honour.
 
Apart from DG NIA, Senior Officers of NIA and Odisha Police including SK Upadhyay, ADG CID CB Odisha, GP Singh, IG NIA, G Upadhyay, IG EOW, CID CB and Praveen Kumar, DIG NIA were present on the occasion.
 
DGP Odisha Mr.Sharma stressed on the need for professional investigation in prosecuting terror criminals, especially LWE.
 
Odisha Police has successfully investigated the case of Sabyasachi Panda, a Maoist Cadre and one case ended in conviction.
 
The process needs to be taken forward. He also emphasised on effective financial investigation.
 
DG NIA, Mr.Modi in his address presented the worldwide menace of terrorism, latest developments in the area and risk factors faced by India.
 
Outlining the importance of professional and scientific investigation and thorough knowledge of laws in dealing with such cases including UAP Act,
 
Mr.Modi encouraged the participants to make the best use of the sessions by Senior Officers of NIA.

The first session of the Training Programme was headed by Mr. Kumar,  DIG NIA.
 
He introduced the NIA organisation and Terror Crimes and terror groups in India and latest amendments in NIA Act (2019) in the session.
 
S Rahul, SP NIA introduced some of the best practices in investigation of terror crime cases in India, leading to detection and conviction.

Ariun Ambalapatta, PP, BO NIA Kochi discussed about the legal regime and International Best Practices for Terror crime investigation and investigation abroad.

The next session was handled by Jyotiradity and case studies on terror funding and investigation of FICN cases were discussed.
 
An exclusive session on details on investigation abroad, extradition, MLAT & LR were discussed by Arjun Ambalapatta. This was followed by a case study on appreciation of evidences by Mr.Rahul.
 
Winding up the proceedings of the day, Mr.Upadhyay, ADG CID CB Odisha stressed on the need for proper appreciation of evidences and use of scientific aids, cyber forensics for successful investigation.
 
He noted that investigating officers should keep themselves abreast of the legal provisions for achieving high conviction rates.
 
The programme was co-ordinated by A N Sinha, IPS, DIGP CID CB Odisha, Sudhanshu Mishra, SP CID CB and Rahul P R, SP STF, CID CB.
 
Senior Officers in the rank of DSP and Inspector from districts across Odisha participated in the training program.
