DoWR On 5T Mode


With the Chief Minister harping on 5T Mantra to be implemented in letter and spirit, Department of Water Resources (DoWR) has taken up implementation of 5T with all seriousness.


Chief Minister’s Brain Child, 5T stands for Teamwork, Technology, Transparency, Transformation and Time.

Pradeep Kumar Jena, Principal Secretary Water Resources has chalked out a Road Map for implementation of 5T in the DoWR.

While he is heading the 5T Operations, Standard Operating Procedure (SOP) has been detailed out for the officers and engineers serving in DoWR.

At least Seven Teams have been formed in DoWR to implement the program and every day One and Half Hour is being spent for implementation of 5T.

Every day from 4.30 PM to 6 PM deliberations and brain storming is taking place among the officers, who are divided into Seven Groups.

And on Saturday review of 5T implementation is taken up by Principal Secretary Mr.Jena with all the teams.

Utmost priority is given for the Farmers, who are the user of water from the canal, deep tube well, bore well, lift points and others.

Canal system improvement work of 11 major and medium irrigation projects and 1400 lift Irrigation projects are also being implemented by DoWR, which needs support of 5T.

5T implementation in Pani Panchayats are being handled by team of officers, who are sitting down every day from 4.30 PM to 6 PM and looking at the requirement of the farmers, plan and program are being chalked out, said a senior officer.

Similarly DoWR is looking at the displaced persons, who are facing hardship due to displacement for the Irrigation Projects.

5T implementation for these people is another area of priority, said the senior officer.

Most importantly, 5T is being implemented to take care of the stake holders in DoWR for providing citizen centric services with the support of technology and within a stipulated time frame, said he.

DoWR has been constructing about 20 major and medium irrigation projects and these take lot of time.

Accordingly as to how to reduce time lag and implementation process is needed to expedited.

So another team is working for these initiatives and working as to how to reduce long gestation period, so that the people will reap the benefits at an early date.

Handling water in the major dams is an important assignment and several states are now facing water surplus in the reservoirs during rainy seasons for which Ministry of Water Resources (MoWR) has raised concern as they are not adhering to Time Curve.

However in Odisha due to Time Curve Management being handled professionally by Mr.Jena and his team of engineers has its advantage.

And now 5T adoption in reservoir management will boost the efficiency, said a Chief Engineer, who is heading the process.

Similarly Dam Safety is another concern and other issues are taken into consideration, implementation of 5T has in these areas are given priority, said sources.

And most importantly Secretary 5T, V Karthikeya Pandian is extending all out support in this regard said sources.
