BJP Lodges Complain


BJP Lawmakers have accused the State Government of using its Contingency Fund for gaining political mileage.


Saffron Legislators called on Governor Ganeshi Lal at Raj Bhavan here and submitted a Memorandum in this regard on 2 August.

The Legislators have alleged that the State Government infringed constitutional provisions to “Meet Political End”.

“Odisha Government has hiked the contingency fund from Rs 400 crore to Rs 1400 crore to spend the amount for the purpose of Kalia Yojana and Madhu Babu Pension Yojana prior to General Election-2019 to gain the political end,” the memorandum alleged.

The MLAs sought intervention of the Governor in the matter and action against the government.

Earlier, Odisha Legislative Assembly witnessed noisy scenes with BJP members protesting the passage of the first special supplementary budget, "without" discussion on it in the House.

The issue was raised by BJP Chief Whip Mohan Majhi, who criticized the State Government for passing the Supplementary Demand through Guillotine.

He said the First Special Supplementary Statement of Expenditure for 'Recoupment of Advance' from the Odisha Contingency Fund was passed on Thursday afternoon, when the House was "not in order due to ruckus by Congress members".

"The passage of Supplementary Demand without discussion is against democratic practice," Mr.Majhi said.

Agitating BJP members were seen rushing to the Well of the House, and attempting to climb the Speaker's Podium.

They also shouted slogans, accusing the Odisha Government of not taking the House into confidence.

Appeals by Parliamentary Affairs Minister Bikram Keasri Arukha and Speaker Surjya Narayan Patro had no impact on the agitating Opposition Members, as they continued to remain in the Well.

The House was then adjourned till 3 PM.
