Odisha will be requiring over Rs.28,000 Crore for overall recovery, points out the Independent Report on Damages, Loss and Needs Assessment (DLNA) for the State, which faced Super Storm-FANI.

The Representatives of the World Bank (WB), Asian Development Bank (ADB) and United Nations Organizations joined with Government of Odisha for an independent assessment of damage done due to FANI.
Official sources say that while damage is quantified at Rs.16,754 Crore, loss is Rs.7,897 Crore so Odisha took a total hit of Rs.24, 651 Crore due to FANI, that hit 14 Districts of the State and Districts of Puri, Khorda, Cuttack, Jagatsinghpur and Kendrapada were severely affected.

After Prime Minister Narendra Modi visited the FANI affected state on 6 May, Department of Economic Affairs (DEA) in Ministry of Finance of Government of India led a Team of WB-ADB-UN Mission to the State and they made field visits.

Now The Team has come out with a Preliminary Report on DNLA, which projects the damage, loss and needs for recovery. While total damage and loss has been quantified at Rs.24,651 Crore, State needs Rs.28,869 Crore for total recovery, an official said.

While Energy Sector sustained huge damage and loss and it has been quantified at Rs.8,393 Crore, which requires Rs.9,748 Crore for total recovery, admits the officer.

Similarly Housing Sector, which sustained big damage and loss has been pegged at Rs.3,075 Crore and requirement for this sector will be Rs.8,996 Crore.

Over Five Lakh Houses were damaged and the State Government requested Prime Minister to provide Rs.7,000 Crore.

However the Independent Assessment Report says around Rs.9,000 Crore will be needed for the purpose.

The Team has assessed that for Rural Areas Rs.6,694 Core is needed for new construction of Houses and for repair of damaged houses Rs.412 Crore is needed in these areas.

Similarly for Urban Areas at least Rs.1,457 Crore is needed for new construction and for repair of the damaged houses Rs.254 Crore will be required.

Over 6400 Public Buildings are damaged and these buildings need Rs.647 Crore for total recovery.
Public Buildings in Khorda District sustained biggest damage as 1118 were damaged due to FANI incurring damage and loss of Rs.317 Crore.

Comprehensive Inventory and data base is needed to be made for the Public Buildings and preventive measures are to be taken to protect these buildings from further damages, experts advised.

Agriculture, Fisheries and Animal Resources Development (FARD) Sector has sustained damage and loss worth Rs.3,030 Crore.

Similarly Employment and Livelihood Sector sustained huge damage and loss of Rs.4,877 Crore.

More than Rs.3000 Crore is needed for total recovery of the sector, reveals the DNLA Report.

DNLA Report covered all the sectors including education, health, child development, roads, telecommunications water resources, drinking water and sanitation, environment, disaster risk reduction, gender and social inclusion, said sources.

While the Preliminary Report is presented to the State Government on 4 June, the Team will be fine-tuning the DNLA Report and Final Report will be presented to the State Government as well as Government of India soon, said sources.
