Concern For Waste

With National Green Tribunal (NGT) making further stringent the Solid Waste Management Rules, District Collectors have been asked to review performance of the Urban Local Bodies (ULB)s in each fortnight.


And there has to be progress every week and consolidate progress is needed to be reviewed by District Collector, directed Chief Secretary Aditya Prasad Padhi.
 
According to sources, the NGT feels that there is huge gap in the steps taken so far in compliance to Solid Waste Management Rules in the State.
 
So taking up the Solid Waste Management matter seriously, the State Government has decided to cover all the Urban Centers of the State will be fully compliant with Solid Waste Management Rules, 2016 within next One Year.
 
However, at least One Urban Center from each of the 30 Districts will be selected to be made filly complaint with such Rules within next Six Months.
 
So at least 30 Urban Local Bodies will be identified accordingly by the District Collectors as Model Town to be made fully compliant with all the Rules under environment Protection Act within next six Months, said a senior official in Department of Housing & Urban Development.
 
Chief Secretary, Mr.Padhi has issued marching orders to the District Collectors in this regard as NGT is harping on such an action in a time bound manner.
 
Mr.Padhi, who presented the efforts taken by the State Government in the NGT, which is closely monitoring the implementation of Waste Management Rules, 2016 in the country, has asked the District Collectors to notify him the name of the Model Town in next seven days.

Once a ULB is selected for the purpose within Seven Days, then the Urban Centre will be made complaint with all the Environment Rules within next Six Months, said Mr.Padhi, adding the remaining Urban Centers should be fully complaint within One Year.
 
Chief Secretary has asked the Collectors to expedite the Identification and giving advance possession of land parcels for Processing plants, Compost pits, Construction & Demolition Waste, Material Recovery Facility & Sanitary Landfills. 
 
And the Identification of at least one Model Town in each district where full compliance to SWM Rules will be completed before 31 august, 2019, which is a time bound program, said he.

Identification of sites for setting up standalone and common regional sanitary landfill facilities that would cater to inert waste generated in the ULB and Cluster ULBs for next 25 years.
 
Chief Secretary has asked the District Collectors for Fortnightly review meetings and submission of review reports as per NGT directions.
