Cash Flush For Relief

With over Rs.1600 Crore available with the State Government to take up Relief and Restoration work on war footing and there will be no shortage of funds for such work, said a senior official in Department of Finance.

State Government Treasury received the funds worth Rs.1000 Crore on 8 May as Ministry of Home Affairs (MHA) released funds as announced by the Prime Minister Narendra Modi on 6 May.

Chief Minister Naveen Patnaik requested Prime Minister Mr.Modi for release of Rs.1000 Crore for taking Relief and Restoration work in the Devastating Cyclone FANI Affected districts.

On 6 May afternoon Union Secretary Home Affairs informed the State Government about release of funds. 
Union Government has released Rs.788 Crore 87 Lakh 50,000 from National Disaster Response Fund (NDRF) and Rs.211 Crore 12 Lakh 50,000 for State Disaster Response Fund (SDRF).

Earlier Union Government released Rs.341 Crore as advance for SDRF. Opening Balance of SDRF on 1 April was Rs.300 Crore.

So with the State Share of Rs.55 Crore being released for SDRF, there will be Rs.1694 Crore available for taking up Relief and Restoration work, which is going on war footing basis, said official sources.

SDRF size is Rs.909 Crore out of which Central Share is Rs.819 Crore and State Share is Rs.91 Crore as Union Government during NDA Regime has made it 90:10 Percent basis, which was earlier 75:25 Percent, Central and State Share.

Ashok Kumar Meena, Principal Secretary Finance received the fund release orders from MHA on 8 May and he informed Bishnupada Sethi, Special Relief Commissioner about the funding, said sources.

As Odisha has been severely battered by FANI, State Government has geared up the District Administrations and Line Departments for taking up Relief and Restoration work on war footing basis.

Accordingly several departments are placing request with SRC for release of funds for taking up the assignments, said sources.
Power Sector, which is the worst sufferer, will be getting more funds for taking up the work, similarly for sending food stuff Food and Supply Department has also presented its request with SRC.

Sources said Department of Energy has placed a request to release Rs.250 Crore for taking up the works, which is going on.

Similarly Panchayati Raj and Drinking Water Department, Fisheries and ARD Department and Department of Housing and Urban Development have also placed their request with the SRC and accordingly funds are released, officials say.
