Cabinet Clears Service Rules

State Cabinet on Saturday approved four proposals to amend Odisha Secretariat Service  (Method of Recruitment and Conditions of Service) Rules 2016, Odisha Police Service (Method of Recruitment and Conditions of Service) Rules 2013 and Odisha Armed Police Service (Method of Recruitment and Conditions of Service) Rules 2013 and Odisha Government Drivers (Light Motor Vehicle) Group "C (Method of Recruitment and Conditions of Service) Rules, 2013.


The Meeting at State Secretariat was chaired by Chief Minister Naveen Patnaik.

While formulating the Odisha Secretariat Service (Method of Recruitment and Conditions of Service) Rules, 2016, the service experience criterion of 9 years in the feeder grade of Assistant Section Officer, existing in the old Cadre Rule, for consideration of promotion to the rank of Section Officer was enhanced to 12 years.

Similarly, for consideration of promotion to the next higher ranks of Deputy Secretary, Joint Secretary and Additional Secretary, service experience criteria of 3 years continuous service in the respective feeder grades of Under Secretary, Deputy Secretary and Joint Secretary were added, when there was no such promotion in the old cadre rules, he said.

Due to such enhancement of service experience at the base level and addition of service experience criteria in the feeder grades for consideration of promotion to next higher grades, a large number of promotional posts of the Odisha Secretariat Service Cadre are lying vacant, thereby hampering public services.

Besides, there is great discontentment among the members of the service cadre as large numbers of OSS Officers do not get timely promotion and even few of them superannuate without getting promotion in spite of vacancies existing in the promotional posts, he added.

“Therefore, Government have been pleased to reduce the service experience criteria in respect of Asst. Section Officers from 12 years of continuous service to 8 years as such for consideration of promotion to the rank of Section Officer,” official said.

Similarly, for promotion to the post of Deputy Secretary and Joint Secretary, the service experience in the feeder post of Under Secretary and Deputy Secretary respectively shall be reduced from 3 years to 1 year, Padhi said and added, “But, there will be no service experience criteria in the feeder post of Joint Secretary for consideration of promotion to the post of Additional Secretary.”

As such, promotion to the post of Additional Secretary shall be considered by the Committee from amongst the eligible Officers in the feeder grade of Joint Secretary as per merit with due regard to seniority, he said.

The Cabinet also approved amendment to the Odisha Police Service (Method of Recruitment and Conditions of Service) Rules 2013 and Odisha Armed Police Service (Method of Recruitment and Conditions of Service) Rules 2013 to the extent of reconstitution of Departmental Promotion Committee for expeditious promotion of officers of Odisha Police Service and Odisha Armed Police Service.

An official said amendment of the Odisha Government Drivers (Light Motor Vehicle) Group "C (Method of Recruitment and Conditions of Service) Rules, 2013 was also approved at the meeting.

The recruitment and Conditions of Service of the posts of Drivers of Light Motor Vehicle in the Departments of Government, Heads of Department, District and Sub-ordinate Offices are being regulated as per provisions made under the Odisha Government Drivers (Light Motor Vehicle) Group 'C (Method of Recruitment and Conditions of Service) Rules, 2013, he said.

As per provisions contained under rule 3 (1) of the Odisha Government Drivers (Light Motor Vehicle) Group yC (Method of Recruitment and Conditions of Service) Rules, 2013, the service is consist of the posts of Driver and Senior Driver, Padhi added.

“In order to provide additional promotional avenues to the Drivers, Government in Finance Department vide Circular letter No. 37900/F, dated 04.12.2018 have been pleased to create one post of Head Driver in the Department of Government, Heads of Department, District and Sub-ordinate offices where the establishments will have four posts of Driver and Senior Driver put together,” he said.

As such, the relevant provisions of the Odisha Government Drivers (Light Motor Vehicle) Group XC (Method of Recruitment and Conditions of Service) Rules, 2013 is required to be amended.
