State Asks For 50 PC


Chief Minister Naveen Patnaik today suggested for an increase in the tax devolution to the States from the current 42 Percent to 50 Percent of net proceeds of Central Taxes.

 
He also urged to consider States’ request for Special Category Status (SPS) and to advise Union Government to treat Odisha at par North Eastern and Western Himalayan States in matter of Central Assistance.
 
Mr.Patnaik, while presenting the Memorandum to the visiting Fifteenth Finance Commission here on 9 January, said that this percentage of devolution is needed without any offsetting decline on Grants from the Union Government.
 
Stating that Odisha's Economy is on a path of steady growth, Chief Minister Mr.Patnaik said in spite of constraints and difficulties, the State has registered reasonable growth performance with an annual growth of above 10 Percent  in 2016-17 and above 6.5 Percent in 2017-2018.
 
Chief Minister also demanded that cess and surcharges be made part of divisible pool and 1971 Census be used as criteria for tax devolution instead of 2011 Census.
 
Chief Minister pointed out that successive Union Governments have neglected Odisha, which frequently faces natural calamities.
 
Mr.Patnaik during 1900 to 2018, Odisha has experienced one or other forms of disasters like flood, cyclone, tornado or drought every year.
 
Noting that the state's transformation has been remarkable and growth inclusive, Patnaik said, "Unfortunately successive central governments have ensured that Odisha remains at the bottom in Tele-Density, Railway Network, Banking and Highways".
 
"It is in this premise of historic Central neglect and frequent natural calamities that my Government has been demanding Special Category Status for Odisha which will supplement our efforts in transforming the state," he said.
 
"I am hopeful that the Commission will incorporate all our suggestions and aid in the rapid progress of Odisha," he said.
