Delay Hits Sagarmala Projects

Inordinate delay in approving various port based infrastructure projects of Odisha through Sagarmala Initiative has brought worry for both the Investors and the State Government.


While, the Ministry of Shipping (MoS) is entertaining several port based infrastructure projects in the country, similar projects from Odisha are pending with Sagarmala authorities for long time.

Accordingly, the State Government has brought to the notice of Union Minister Shipping Nitin Gadkari in this regard recently.

In Odisha two major ports are Dhamra and Gopalpur and both these ports are dire need of double rail line as the goods movement is restrained due to single rail line.

So doubling of rail line from Bhadrak to Dhamra and Gopalpur to Chhatrapur are two much needed projects, which are to be cleared by Sagarmala.

State Government had sent the Detailed Project Reports (DPR) on both the Railway Projects, which will immensely help the major ports.

While Dhamra Port is active and commercial operations are going on a huge scale, Gopalpur Port is scaling up its construction activities for transforming it to a major port.

While Adani Group is promoting Dhamra Port, Shapoorji Palonji Group has invested in Gopalpur Port.

 Due to inordinate delay in sanction of the infrastructure projects, investors are also feeling the heat.

Under this backdrop, doubling of rail lines are highly essential, however Sagarmala authorities are dillydallying the decision making process, officials admit.

Similarly construction of Four Lane Haldipadar-Gopalpur Road Project is pending with Sagarmala authorities, which is also crucial for the Gopalpur Port.

About 18 Kilometer long Four Lane Road project is a key connectivity for the Port and Hinterland, for which State Government had approached to MoS for approval.

Construction of Fish Pre-processing Centre at Balaramgadi in Balasore District is pending as this is a major Fish Landing Centre and thousands of fishermen are benefitted.
 
Similarly construction of Fish Landing Centre at Chandrabhaga in Puri District is awaiting clearance of Sagarmala authorities.
 
Another major infrastructure project needs attention of Sagarmala authorities is de-siltation of Satapada Mouth channels of Chilika Lake.
 
Adverse tidal exchange occurred due to the littoral drift along the coast line causing flow reduction and shifting of the lake mouth every year.
 
Estimated sediment transport due to this is on the order of 100,000 Metric Tons. 
 
This adverse effect needed ameliorative actions and for that only de-siltation proposal was sent for approval.
 
With all these infrastructure projects pending for approval of the Union Government, State Government has recently written to approve all these projects as soon as possible.
