No Time For Rail Pact

Development of Railway Stations and setting up of Multi Functional Complexes in the State for amenities of railway passengers facing uncertainty, thanks to indecision on the part of the Indian Railways..


While State Government is pressing for these facilities, Union Government is dragging its feet for which ambitious projects are getting delayed.

Inordinate delay for signing Memorandum of Understanding (MoU) by the Ministry of Railways (MoR) has resulted in cost escalation and hindrance in going ahead construction of the proposed New Station Complex at Bhubaneswar Railway Station.

While Government of Odisha(GOO) is solely funding Rs.180 Crore project to make the Bhubaneswar Railway Station a World Class Facility, Indian Railways is just not giving date to sign MoU, for which starting the construction work is getting delayed.

This will result in cost escalation and project implementation will face hindrance, admit officials.

Now nobody knows when MoR will agree to sing the MoU with the GOO, rued the official.

State Government recently approached MoR to allow the officials to sign the Pact so that construction work will go ahead, but there is eerie silence on the part of Indian Railways, admit officials.

Similarly, setting up of World Class Facility at “Bhubaneswar New” as the second railway station  for Capital City has turned out as a cropper.

Indian Railways was to develop Bhubaneswar-Barang, a Greenfield Station as Model Station with World Class facilities.

However Rail Vikash Nigam Limited (RVNL) has developed it as a small wayside station here with very limited amenities for Public.

While State Government is trying to make Bhubaneswar Rail Station a World Class one, making Bhubaneswar New, a way side rail station will not match to the requirement of Smart City Bhubaneswar, pointed out a senior officer.

Union Government had declared that 23 Railway Stations will be developed to International Standard.

However recently MoR has announced to re-develop 12 stations namely Puri, Bhadrak,Balasore, Berhampur, Cuttack, Jajpur-Keonjhar road, Rayagada, Sambalpuur, Jharsugudsa, Rourkela and Bhubaneswar.

However there is no announcement regarding other 11 Railway stations.

Similarly, it was announced to establish eight Multi Functional Complexes at Cuttack, Berhampur, Jharsuguda, Rayagada, Banspani, Balasore and Bhubaneswar with Budget Hotel at Sambalpur.

These proposals are yet to be taken up by Rail Land Development Authority (RLDA).

RLDA is an Indian Railways Undertaking for taking up these Projects, which was entrusted with these works.

However RLDA is yet to take up commissioning of the projects and those are getting delayed, officials admit.
