Panda Arrested Once Again

Chief Minister Naveen Patnaik today announced an ex-gratia of Rs 5 lakh for the family of the labourer who was killed when a portion of an under-construction flyover caved in here on 3 May night.


Mr.Patnaik also ordered a high-level inquiry into the flyover collapse at Bomikhal area in which another labourer was critically injured, an official at the CMO said.

Managing Director of the construction firm Panda Infra Projects, Pratap Kishore Panda, was arrested in connection with the incident, Commissioner of Police Y B Khurania said.

The medical expenses of the injured would be borne entirely by the state government, the official said.

The injured is undergoing treatment at AMRI Hospital here.

3 May’s incident occurred close to the site where a portion of an over bridge had collapsed in September last year, leaving a man dead and ten others injured.

 Around eight labourers were working at the site when the incident occurred on Wednessday.

 While the deceased labourer was identified as Ajay Vumicha (38) of Sundergarh, the injured has been identified as Ananda Kumar, the police said.

 Khorda District Magistrate Nirmal Mishra, who visited the site after the tragedy, said a technical team would conduct a thorough probe to ascertain the circumstances that led to the incident and preliminary inquiry has started.

 The State Government came under sharp attack with leaders of the opposition Congress and the BJP holding it responsible for the tragedy.

Both the parties blamed the Government for allowing the same construction firm to do the work even after last year's mishap.

Mr.Khurania said that after the arrest, Mr.Panda was admitted to the Capital Hospital here on health grounds. “He was later shifted to SCB Medical College and Hospital in Cuttack after he showed medical documents related to his recent kidney stone surgery,” he added.

Mr.Panda, who was arrested after another portion of the under-construction flyover had collapsed in September last year, is currently on bail. A person was killed in the mishap.
Meanwhile, Chief Engineer Roads Om Prakash Patel submitted his report after conducting preliminary investigation. The report revealed that the incident occurred due to negligence on the part of the construction firm concerned and labourers engaged at the site.
A forensic team has also been rushed to the mishap site for an on-the-spot investigation. The team is examining the details regarding how and under what circumstances the mishap took place. Besides, investigation is on to ascertain whether the quality of the work was poor.
