Centre Supports LWE Zones

With the Union Government implementing National Policy and Action Plan(NPAP) to combat Left  Wing Extremism (LWE), Odisha will get about Rs.230 Crore in next three years for development of public infrastructure and services in the Maoist affected districts.


NPAP include multi pronged strategy of the Union Government, covering areas of security, development, ensuring Forest Rights of Tribal People and other issues, officials say.

Accordingly a new scheme of Special Central Assistance (SCA) has been launched by the Ministry of Home Affairs (MHA) for the 35 Worst LWE Districts in the country. Two districts of Odisha have been identified as Worst LWE Affected Districts. Those are Malkangiri and Koraput.

Each district will receive Rs.28.57 Crore per annum for next three years so Odisha will get Rs.171 Crore in 2017-18, 2018-19 and 2019-20.

This fiscal State Government will receive Rs.57.14 Crore at one go as there is hardly two months left to spend the amount.
 
District authorities will prepare the District Action Plan and after SLC approves it, MHA will clear the Program, said sources.
 
Under SCA, Odisha, Andhra Pradesh, Telengana, Bihar, Chhattisgarh, Jharkhand and Maharashtra will receive funds for at least 35 districts.
 
Around Rs.3000 Crore will be spent in next three years in these districts, officials say.
 
In the country in at least 10 States, 106 districts are affected by LWE Menace and in Odisha 19 districts are Maoist affected.
 
However 90 Percent of the LWE violence occurs in the 35 districts of 7 States.
 
Looking at the grim scenario in these 35 districts, MHA has started the new SCA Program.
 
In order to implement the program the State Government will form a State Level Committee (SLC) headed by Chief Secretary.
 
SLC will monitor the entire program implemented in the districts.
 
And the District Level Committee (DLC) will be set up with District Magistrate (DM), Superintendent of Police (SP) and District Forest Officer (DFO) as members.
 
Infrastructure gap in both the districts, which are hit by Maoist Menace will be improved through the SCA Program.

While there are 19 districts in Odisha, which are affected by Maoist  Menace, only two are considered as Worst Affected by LWE.
 
Odisha Government has urged the MHA to include Kalahandi in the list as LWEs are now active in this tribal zone.
 
However MHA is yet to respond to the request of the State Government, said sources.
 
Similarly under Special Infrastructure Scheme (SIS) both Malkangiri and Koraput will receive Rs.2 Crore each to strengthen the vulnerable Police Stations every year.
 
And other 17 LWE affected districts will get Rs.1 Crore each per annum for undertaking similar expenditure.
 
This funding will continue till 2019-20, said sources in the State Government.
