State Ready For By Poll

CEO, DN Gupta said the State machinery is ready for conducting the Bijepur by-poll and is awaiting the Election Commission of India’s nod. 

Sources said RDC Northern Division has already submitted kits "Readiness Report" to the Commission.

And this Report, the ECI will go ahead for bi-election, said sources.

However, Mr.Gupta said the VVPAT and EVM machines were not available and have reached Odisha from Gujarat on December 31.

Mr.Gupta said the probable reason behind the delay in conducting the by-poll could be that Congress’ MLA from Bijepur Subal Sahu died in August.
 
However his election that was sub judice in the Orissa High Court was disposed of in October.

“Hence, the Election Commission might have taken that into consideration. The mandatory six months duration may be counted from October, the day the High Court dismissed the case and paved path for the Election Commission to do the statutory needful”, he stated.

The CEO added that 5-7 weeks period is required for conducting elections after formal notification. 

The CEO said  HSC Examinations in the State have already been slated to be held from February 23 to March 8, 2018.

Thus, the notification should be 45 days prior to that, the CEO pointed out.

Apart from these, Mr.Gupta said, “Normally the six-month vacancy is counted from the date of vacancy that arises in the assembly. But if there is an election petition, in that case, it is counted from the date of decision by the court.”

He informed, “Bargarh District Administration and  CEO office have taken steps for procurement of VVPATs from Gujarat.

As per the direction of Commission, the first task is to check the functioning of EVMs and VVPATs.

For this purpose, engineers from Bharat Electronics Limited have been engaged. Training programme has been organized for Padampur officials who will be engaged in the election process.

This has been organized by Election Commission, said Mr.Gupta.
