Binoy No More

Everyone in the State Administration is deeply saddened and shocked by the sudden demise of 1982 batch IPS Officer Binoy Kumar Behera.

Former Odisha Director General of Police (Home Guard and Fire Services) Mr.Behera passed away this evening at Care Hospital following a brief illness.

He was strong and stout but was having heart ailments, which all on a sudden aggravated after long hours of Parade Inspection on 31 October, the day when he superannuated from service at the age of 60.

The Top Cop breathed his last at around 10.35 pm and was undergoing treatment of heart ailment leading to multi organ failure, said sources.

He was in coma and put on ventilator support, sources said.

Dr.Behera  had put in long service of 35 years in Odisha Police with honesty and dignity.

He served as SP in a number of Police Districts including Puri, Rourkela, Mayurbhanj and others.

His appointment as the First Police Commissioner of Twin City in November 2007 was a major assignment during his career.

Dr.Behera was quite innovative and he had the ability to turnaround a negative situation to positive one.

This was proved during his posting as Chairman & Managing Director of Odisha State Road Transport Corporation (OSRTC).

Posting in OSRTC as CMD has given Dr.Behera a new breaking as the financial and administrative turnaround of ailing PSU of the State Government is recognized by top notch Management School of the country-Indian Institute of Management-Ahmadabad.

The OSRTC Case Study is now a part of the IIM-A Syllabus for the most sought after Management Graduates of India.

Later he joined as Director of Biju Patnaik Academy Of Police Administration in the rank of ADG and later promoted to DG Rank in 2014. 

Then he went as DG Fire Services and Home Guards, where he superannuated from service.

Before joining elite IPS, he worked as a Management Trainee and Probationary Officer in State bank of India.

A Post Graduate in English Literature from the University of Delhi, Dr.Behera was known for his passion for cultural and literary activities.

He used to love nature and wildlife and had done Ph.D on Man-Elephant Conflict, which is a burning problem in the country.
