Help Desk For Migrants

In order to help out the migrant laborers working in various states, Odisha Government has taken initiative to set up State Migrant Labor Help Desk in five states.

 
As the State Government has chalked out a three years Action Plan for the safety and welfare of the Inter State Migrant Workmen, various support is extended by the State Government in Destination States. And Annual Action Plan is being implemented during the year 2017-18.
 
Accordingly, Odisha Migrant Labor Help Desk  are being set up in Telengana, Andhra Pradesh, Tamil Nadu, Karnataka and Delhi.
 
Telengana Help Desk has already been launched with effect from 1 May, where Tata Trust is extending support, sources said.
 
Telengana Help Desk is operating at Hyderabad at Labor Commissioner office and another Help Desk will operate also for Andhra Pradesh.
 
Soon another Help Desk at New Delhi will be opend at Odisha Bhawan and Help Desks in Tamil Nadu and Karnataka will be opened shortly.
 
In many instances there are complaints of migrant workmen not being paid their dues or being kept in poor living conditions or being restrained at the worksite of the employer.
 
In such cases, immediate intervention is required at local level. So the Department of Labor & ESI has initiaited the process and MoU has been signed with the Association of Odia Persons residing in that states, to act as a first point of contact and support for Odia Migrant Laborers.
 
Required funds have been placed with the concerned Odisha Associations for this purpose.
 
Accordingly, the Management of Utkal Association of Madars, Chennai, Orissa Cultural Association, Bangalore, Utkal Sanskrutika Samaj, and Vishakhapatnam have signed MoU with the State Labor & ESI authorities.
 
IEC activities are planned through Help Desk  and in association with Odia Associations the task will be taken up in the identified areas in a large scale, said sources.
 
Officials are visiting the Destination States during the peak migration season to make contact with Odia laborers there and enquire into their problems and welfare, said sources.
 
As more migrant laborers are working in Chennai and Hyderabad  during these days, Labor Commissioner Sachin Ramchand  Jadav is visiting these places to follow up activities of the Help Desk with the Migrant Workmen at sites.
 
While action against contractors and agents undertaking illegal activities are being taken up in 11 migration prone districts, Mobile Squads are being set up for keeping vigil on sensitive areas and transit points and for providing immediate
response to complaints received on illegal migration to other states.
 
Sources said that Special Police officers are appointed for gathering intelligence and conduct checks in Gram Panchayat level in four Pilot districts. These services are being extended to the districts of Ganjam and Gajapati.
 
While Inter State Coordination is being taken up with the other State Administrations, Data Base is prepared of migrant workers at district level and is shared with the Destination States to ensure provision of wages, basic amenities and welfare measures to them, said sources.
