SEC Signals Urban Poll

The State Election Commission (SEC) has asked the State Government to take steps for completion of Delimitation of Wards and Reservation of Seats and Offices of Chairpersons and Mayors of the Urban Local Bodies by 31 January, 2018.

 
SEC Secretary R N Sahu has written to the State Government in this regard, while intimating the dates on which the term of these Municipal Bodies expire.
 
According to sources, at least 66 Urban Local Bodies including Berhampur Municipal Corporation’s term expires on 30 September, 2018, other 20 ULBs term expires on 4 December, 2018 and another two ULB’s term completes on 9 December, 2018.
 
While Bhubaneswar Municipal Corporation’s term completes on 17 January, 2019, Cuttack Municipal Corporation and Baripada Municipality’s term expires on 13 February, 2019. Balangir and Titilagarh Municipality term ends on 11 July, 2019.
 
While informing the dates of expiry of term of these ULBs, SEC has informed the State that as per Article 243-U of the Constitution of India stipulates that election to constitute a Municipality shall have to be completed before expiry of its term of five years.
 
Hence General Elections have to be held and new Bodies to be reconstituted in these ULBs before the above dates, said SEC.
 
Considering that the present term of these 93 ULBs will expire on above mentioned dates, it is therefore becomes mandatory for holding elections in time so as to meet the constitutional obligations.
 
As the first step in preparation for holding the General election of the ULBs, the task of Delimitation of Wards/ Constituencies and Reservation of Seats will have to be undertaken and completed by the District Magistrates as per provisions of the Constitution of India.
 
The State Government will undertake and complete the division of City into Wards and revision of the offices of Chairperson of the ULBs.
 
The Government will also take steps regarding reservation of office of the Mayor of Bhubaneswar, Cuttack and Berhampur Municipal Corporations  in a stipulated time frame.
 
SEC has directed the State Government to complete the Delimitation and Reservation Process by 31 January, 2018, so that the Commission will take steps to complete other Statutory Requirements.
 
Commission will prepare the Electoral Rolls and Identify the Polling Stations in order to facilitate the General Elections for the ULBs.
