Life Jacket For Boat Trip

In order to ensure safety of the passengers moving through ferries, the State Government has decided to provide, Life Buoys, Life Jackets and Fire Fighting Equipments and First Aid Boxes almost free to the passenger boats owners.

 
This will cost Rs.8.29 Crore and the Department of Commerce & Transport  (DoCT) will implement the program through Directorate of Ports and Inland Water Transport (DoPIWT) and District  Rural Development Agency (DRDA).
 
Principal Secretary Commerce & Transport, Sanjay Rastogi chaired a meeting, which chalked a well designed plan to implement it in a time bound manner, said sources.
 
According to officials there are 2524 boats available out of which 243 are government boats. Out of 243, there are 204 motorized and 39 non-motorized government boats.
 
Out of 2281 private boats, 1696 are motorized and 585 are non –motorized ones, which are used for ferrying passengers in inland waterways.
 
There are 1854 registered boats and 669 unregistered boats plying in the State.
 
These are operating in 135 waterways through 747 ferry ghats in the state.
 
Though it is mandatory for the boat owner to make provisions for live saving devices for the passengers, none of them follow the rule because those are expensive.
 
So the State Government has decided to  of providing these essential things almost free of cost.
 
This is because most of the boat owners across the state belong to economically weaker sections, mainly in rural areas and cost of equipments to be provided to each boat owner will be roughly Rs.32,850.
 
So the State Government will bear 95 Percent of the cost of these life saving equipments and balance 5 Percent of cost will be borne by the passenger boat owners.
 
However boats owned by the State Government or its Undertakings will be supplied all lifesaving equipments free of cost.
 
While DoPIWT will purchase the equipments and DRDA will distribute through its authorized officer, said sources.
 
Equipments will be brought keeping in view the provisions of National Disaster management Guidelines meant for Boat Safety, said a senio official in DoCT.
 
Officials will enforce a rule of using the life jacket and lifebuoy once the equipment is handed out to the boat owners, said sources.
 
Thousands of people depend on the water ways to reach their destinations and provision of Life Buoy, Life Jacket, Fire Fighting Equipment and First Wid Box is highly essential to ensure safety of the passengers during voyage.
 
Boats are mostly use for ferrying of people and goods in inaccessible areas, where raod transport system is underdeveloped or not in position.
 
As the boat owners will be able to avail the benefits, now all the boat owners, those have not been registered will be eager to register it self with the authorities, said sources.
 
Boats are being registered under the Odisha Boat Rule-2004 for enabling them to carry passengers and goods.
 
While Puri is having highest 899 boats Khurda is having 510 boats,  Kendrapda is having 166 boats.
 
Both coastal and western distircts like Bhadrakh, Cuttack, Jagatsinghpur , Jajpur are having large number of boats western districts of Sambalpur, Jharsuguda and Sundargarh is having large number of boats, those are ferrying in Hirkud reservoir.
 
Similarly, Nabarnagpur, Koraput and Malkangiri districts has registered boats over 200, which are operting in various water ways.
 
This program will benefit the hapless passengers and boat owners in a big way, feel officials.
