Cabinet Clears Procurement Policy

Chief Secretary Aditya Prasad Padhi said that the State Cabinet today approved the Food and Procurement Policy for Kharif Marketing Season (KMS) for 2017-18 which will commence from 1 October 2017 and conclude on 30 September, 2018.

 
Mr.Padhi briefing News Men after the Cabinet Meeting said that a tentative target of 36 Lakh Metric Tons (MT) in terms of rice has been fixed (in terms of paddy this comes to around 53 lakh metric ton of paddy).
 
The target is for entire KMS covering Kharif and Rabi procurement. Paddy is procured from farmers by payment of Minimum Support prices (MSP) and thereafter it is milled through custom millers. The rice so obtained is pumped into state’s Public Distribution System (PDS) and the surplus rice is delivered to central poor through the Food Corporation of India (FCI), he said.
 
Chief Secretary said that the food supplies and consumer welfare minister has been authorized to revise the target of the need so arisen.
 
During 2015-16 and 2016-17 paddy to the tune of 50.7 Lakh MT and 54.27 Lakh MT was procured respectively and in terms of rice it is 34.44 Lakh MT and 36.80 Lakh MT.
 
Kharif paddy will be procured during the period from November, 2017 to April, 2018 and Rabi paddy during May and June, 2018.
 
Paddy will be procured from farmers who are registered in the online portal of Food Supply &Consumer Welfare Department.
 
The farmer will have to provide plot details along with Aadhaar Number for their registration. Plot details will be verified by integration with Bhulekh.
 
He said the paddy will be procured as per the minimum support price (MSP) declared by the Union Government. While the MSP for the common variety of paddy is Rs 1550 per quintal, the price of Grade-A variety is Rs 1590 per quintal.
 
Mr.Padhi said the District Administrations and all other stakeholders will take all out steps to prevent distress sale of paddy, so that farmers are not left harassed.
