Kumar Asks Coal Support

Due to absence of proactive steps to be taken up by the Mahanadi Coalfields Limited (MCL) to take people on their side and sort out the pending issues, frequent stoppage of production in the Coal Mines of Talcher Coalfields is experienced.


This transpired in the meeting chaired by Chief Secretary A P Padhi in presence of Union Secretary Coal, Susheel Kumar held here in State Secretariat on 11 August.
 
Mr.Kumar pointed out that there are frequent stoppage of production in the Coal Mines in Talcher Coalfields, which is hampering loss of production from mines and financial loss to the Coal Major and the State Government.
 
Later Union Secretary also met the Chief Minister Naveen Patnaik and urged him to intervene in the matter.
 
Mr.Patanik directed authorities to sort out the issues pertaining to rehabilitation and resettlement of the land oustees, said sources.
 
However reasons for repeated stoppage of mining activities are identified by the State Government has revealed that delay in payment of compensation in respect of 50 villages, delay in redressal of rehabilitation to 1751 Land Losers and resettlement benefit to 5446 project displaced families, repeated failure of commitment made by MCL and several other issues are included.
 
It has been pointed out that failure in sand stowing, back filing and reclamation of coal extracted area is a cause of concern for the people.
 
Similarly failure to control pollution due to inadequate plantation, slow execution of CSR work, not appointing a senior officer to look into CSR activities is causing unrest among the villagers, for which they are resorting to stoppage of mining activities.
 
While the MCL has little control over their contractors and transport workers, no action is being taken by the Coal Major on their employees, who are supporting the agitators to go on strike leaving their work place, pointed out a senior official.
 
Deployment of CISF personnel is needed, however non deployment of CISF Jawans and non tightening the security in the Coalfield areas is posing problem for MCL, said he.
 
Senior officials in the rank of General manager is needed to be posted in Talcher Coalfields area to handle rehabilitation and resettlement issues.
 
MCL is needed to set up dedicated monitoring unit to look into CSR issues, for which demand is growing, said sources.
 
These issues are needed to be tackled by MCL and there is a need to take appropriate steps on the above bottlenecks on priority to avoid frequent strike and stoppage of mining activities, said a senior officer in the Department of Steel & Mines.
