Bonanza For Slum Dwellers

With the State Cabinet approving promulgation of two Ordinances for assigning Land and Property Rights to the slum dwellers, they will receive Double Bonanza from the State Government.

While over 23 Percent of the Urban Population lives in slums, this will empower them in a big way.

Chairing the State Cabinet here, Chief Minister Naveen Patnaik cleared both the Ordinances- Land Right and Property Right to the Slum Dwellers.

After the Cabinet meeting, Chief Minister Mr.Patnaik briefed the Media and said that “Today we had the Cabinet for the People who are the lifeline of our cities and towns. They are the silent ones who keep our homes secure and comfortable. It is because of their sacrifice and hard work that kitchen runs, the garden blooms, the city breathes and we feel secure”.

Mr.Patnaik said “However, it is a fact that throughout the country most of these providers live in slums-having day to day uncertainty about their own homes. The fear of eviction coupled with harassment is always in their mind”.

Chief Minister said “Today’s Cabinet is dedicated to all such people. We have taken a historic decision today to grant Land Rights to the slum dwellers living in Municipal Councils and Notified Area Councils of the State and property Rights to those living in Municipal Corporations areas.”

He said “The Cabinet today approved promulgation of two Ordinances for assigning Land and Property Rights to the identified slum dwellers for redevelopment, rehabilitation and up-gradation of slums”.

Mr.Patnaik said “As far as practicable, efforts will be made to provide these Rights on an In Situ basis. The Urban poor in slums will get Land Rights for Residential use that is heritable, mortgageable and non-transferable”.

Chief Minister said “In Corporation areas, limited transferable rights will be given. My Government is also fast tracking civic infrastructure and improving living conditions for slum dwellers."

Mr.Patnaik said "It has been the persistent effort of my Government to bring about growth that is inclusive and empowering. Today’s decision will be a landmark step in this regard-setting a bench mark for the entire country”.
