With the summer approaching and the scarcity of drinking water hitting the interiors of Odisha, the State Government has asked the Secretaries to review the drinking water supply program in the field level.
Supply of drinking water is one of the flagship programs of the State Government and to get the field level feedback; these senior officials have been asked to have a close look into the problem.
In an exercise to enhance government-people interactions and improve the implementation of various schemes by the State Government, the Secretaries have been asked by the Chief Secretary to begin their District Visit Program from the First Week of April.
Chief Secretary A P Padhi has issued orders today to all the Principal Secretaries and Secretaries of various departments to begin the District Visit during the week ending on 9 April.
Mr.Padhi reminded them that the Chief Minister Naveen Patnaik, while taking up Review of Recruitment on 25 March had directed all the Secretaries to go on Field Visit immediately after the State Legislative Assembly’s Budget Session.
Budget Session of Odisha Legislative Assembly (OLA) has come to an end on 31 March as the House was declared Sine Die before four working days.
Chief Secretary Mr.Padhi earlier used to monitor the movement of the Secretaries of various Departments of the State Government in the districts, better feedback and expediting the developmental works at grass root level has received booster doses.
He had formed a WhatsApp Group on “District Visit of Secretaries”, was regularly monitoring the movement of the Principal Secretaries and Secretaries are moving to various districts in the first week of each month.
All the 22 Principal Secretaries and Secretaries were providing their itineraries and receiving categorical instructions from the Chief Secretary, said a senior Principal Secretary.
Chief Secretary has stressed that district visits should be made purposeful and to be done in a manner to resolve problems at the grass root.
So now onwards the Secretaries will have to undertake three days long continuous tours to the Districts in order to take stock of the Program Implementation in the Field Level.
During the visit these senior bureaucrats will review their departmental programs and take steps to sort out any difficulties then and there.
Notably, the Secretaries visit a number of districts in first week of this month to review development activities of their respective departments and submitted their reports to the Department of Planning & Coordination.
Earlier while some of the Secretaries made extensive tours in the far flung regions of Tribal Zones, some of the Ministers also toured the districts.
While no Secretaries faced wrath of the people, some of the Ministers faced black flag demonstrations by the opposition party workers during their district visit and were left embarrassed.
Now with the District Visit of the Secretaries begins once again, the Secretaries in addition to their departmental reviews, they have been asked to look into drinking water supply program and provide their feedback.
Water supply projects have been set up in 37,689 out of 1,56,468 villages and habitations. Apart from this, 4,15,558 tube wells and sanitary wells cater to the villagers’ needs.
Secretaries will provide feedback on these projects and requirement of the people in the field level.
