Anupam Replaces Jaya

Anupam Saha has finally replaced V Jaya Kumar as the District Collector of Koraput.

Mr.Jaya Kumar has been shifted out from Koraput in view of the prolonged strike of the Clerks and continued stalemate in District Administration.

Today transfer orders for 2009 Batch IAS, Mr.Jaya Kumar was issued and  he was asked to join in the Department of General Administration.
 
And 2012 Batch IAS Mr. Saha has been posted as District Magistrate of Koraput, who is at present Project Director District Rural Development Agency (DRDA) Balangir.
 
District Clerks’ Association in Koraput, was staging demonstration to protest the alleged coercive action of District Collector Mr.Jaya kumar  in transferring 11 of its members over allowing the helicopter of Union Petroleum & Natural gas  Minister Dharmendra Pradhan to land in Borigumma on February 13.
 
So looking at the critical situation emerging in the district due to such a prolonged strike, the State Government replaced the Collector.
 
Notably, the clerks in Koraput have been agitating for over 11 days to protest the transfer of their colleagues and demanding transfer of the District Collector.
 
The trouble brewed when the District Magistrate suspended junior clerk Krushna Chandra Pradhan for not following the official procedure while putting up the file to accord permission for the landing of the Union Minister’s chopper.
 
The association staged dharna against the suspension on February 23 following which 10 more clerks were put under suspension for dereliction of duty, officials said.
 
However, the District Collector subsequently revoked the suspension order served on 11 clerks and transferred them to different blocks of the district, they said.
 
Transfer of the clerks triggered renewed protests and the employees stepped up their agitation demanding reinstatement of the clerks in their same place.
 
The Collector had also taken against an Assistant Collector and in-charge Additional District Magistrate involved in preparing permission order.
 
District Collector Koraput  Mr.Jaya Kumar had reportedly claimed that there were flaws while preparing the permission order.
 
State BJP also had approached Governor Dr SC Jamir to intervene in the matter to resolve the issue alleging that Administrative machineries in Koraput have come to a standstill due to the prolonged agitation of the clerks.
